With advances in information and communication technologies, educational practices have gained a structure independent of time and space. Aiming to combine the opportunities provided by these new technologies with education in the most efficient way, Istanbul Kültür University has advanced its activities by establishing the Distance Education Application and Research Center (UZEMER) in the 2011-2012 academic year.

At UZEMER, a wide range of digital-based educational projects are planned and implemented, with distance education programs developed and managed in various areas, including course content and infrastructure solutions. In addition to associate degree, bachelor's degree, bachelor's degree completion, and graduate programs, various courses, seminars, and certificate programs are integrated into the distance education system. Accordingly, UZEMER is responsible for the technological infrastructure and project development activities necessary for distance education, such as uploading course materials, managing virtual classrooms, and utilizing whiteboards.

UZEMER, which operates within the framework of both long-term and short-term academic projects at Istanbul Kültür University, also serves as a center that provides consultancy and training services for the distance education needs of public and private sectors and non-governmental organizations and has the technical and academic capacity to support scientific research.
